Job Summary
Ministry of Defense (MOD) Engineer Advisor advise senior leadership (0-6 equivalent or higher) of the Ministry of Interior Engineer Directorates on all matters related to facility and engineering planning, budgeting and procurement, management, and oversight.
Principal Accountabilities
  • Train, Advise and Assist (TAA) development and technical reviews of facility requirements packages presented to the command for funding consideration in order to ensure each requirement is valid, on the procurement plan, and is within budget.
  • Develop, supervise, and maintain Combined Security Transition Command -Afghanistan (CSTC-A) Combined Joint Engineers (CJENG’s) budget and procurement processes, reports, tools, and trackers.
  • Directly support, as required, CSTC-A EF-1’s review process MOD requirement packages as they are preparing to be briefed to the weekly approval boards.
  • Attend, and participate as required, the weekly approval boards. This meeting is co-chaired by a US general officers and the Afghan Senior Leaders.
  • Actively support and participate in all applicable meetings with MOD senior leadership.
  • Conduct project assessments to verify construction and TAA MOD counterparts on construction execution.
  • Prepare and submit all applicable advisor reports via the Advisor Network Tool (ANET) reporting database.
  • TAA MOD leaders on training facilities and associated engineer-related facilities engineer curriculum. 
  • Conduct basic facilities assessments, often with MOD counterparts, to determine future training facility requirements.
  • Provide recommendations regarding facilities engineers, training facilities and associated functions and work with advisors to help projects progress through the process
  • Understand and provide the director and branch chief recommendations on improving or managing facilities engineer training.
  • Perform other duties as assigned.

Knowledge & Skills
  • Construction management experience in Afghanistan is strongly preferred.
  • Must have or obtain a working understanding of Afghan procurement laws.
  • Must be able to communicate complex engineering, budgetary, and contractual concepts.
  • Must be able to read and interpret construction and engineering drawings.
  • Must possess computer skills in Microsoft Word, Excel, PowerPoint, and Outlook
  • Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.

Experience & Education
  • Bachelors of Science in any engineering discipline.
  • A valid Profession Engineer (PE) license.
  • Master’s in Public Affairs/Administration is preferable due to the governmental budget and finance advising this position requires.
  • A minimum of ten (10) years procurement and contract management experience in engineering and/or construction. This experience must include technical evaluation of engineering plans and supporting documentation.
  • A minimum of seven (7) years’ experience working with the US Military in any capacity (i.e., military, civilian or contractor) with a majority of this experience in an expeditionary environment preferred

Physical Requirements/Working Environment
  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
  • Must be able to operate in harsh and austere conditions of Afghanistan

  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
