Job Summary
Afghanistan National Defense Security Force Human Resource (ANDSF HR) Senior Advisor will support the senior government advisor to the ANDSF Human Resources Management section by advising relevant Directors and Deputies to establish priorities, plans, and staff assignments to achieve the objectives of Commander Resolute Support (COM RS).
Principal Accountabilities
  • Ensure senior mentoring efforts and messages are consistent with Resolute Support Mission (RSM) advising priorities and maintain readiness to participate in Resolute Support Mission (RSM) advising coordination meetings in conjunction with or absence of RSM military advisors.
  • Assess progress related to ANDSF human resource management competency milestones and objectives and advise on specific actions needed to meet COM RS milestone timelines.
  • Advise and mentor senior leaders of ANDSF Human Resources Management organizations; including but not limited to Afghan National Army Recruiting Command (ANAREC) and the General Staff G1 (GSG1/Personnel).
  • Advise and mentor national Human Resources Management policy programs into strategic program guidance for the ANDSF.
  • Advise and mentor senior Afghan leadership, ANAREC Commander and GSG1 Director to build and effectively use sustainable human resource management procedures that follow Afghan Law, ANDSF Policies and Regulations.
  • Senior advise and mentor on all facets of human resource management at the National and lower levels on the full range of cradle-to-grave core competencies to include, but not limited to: development of the Strategic Human Resource Management (HRM) plan with special emphasis on Manning the Force, Attrition Tracking and Management; review, analyze, verify and validate the ANDSF Personnel Accountability and Strength Report (PASR) data.
  • Participate in the annual Command Plan Review (CPR) process by reviewing Tashkil (organizational) authorizations with appropriate ANDSF directorates to determine adequate staffing and provide recommendations to improve efficiency, effectiveness and economy of resources within the Organization. To include actions required to bring the organization in alignment with the Tashkil and addressing requirements for programming future Tashkil needs.
  • Use approved, published governance to senior mentor ANDSF staff to develop roles and responsibilities for each section, establish appropriate inter-office communications and coordination in order to complete tasks and missions in a more efficient and effective manner.
  • Monthly plan, coordinate and conduct an RSM HRM lead Video Tele-Conference (VTC) with Corps G1s and senior NCOs to address all matters that pertain to ANA total force and professional, provide guidance on RSM priorities, issues and concerns, and way ahead to achieve RSM EF 4 manager’s HR Strategic objectives.
  • Identify ANDSF HR governance gaps or problems based on full spectrum doctrine, organization, training, materiel, leadership, personnel, and facilities (DOTMLPF) methodologies and recommend actions for solutions.
  • Senior mentor shall interface with senior coalition staff and agencies, establishing credible relationships while providing sound methodological solutions and advice on all human resource management related matters.
  • Travel to various locations in Afghanistan to meet mission requirements.

Knowledge & Skills
  • Possess strong communication and interpersonal skills; strong organizational and analytical skills.
  • Possess computer skills in Microsoft Word, Excel, PowerPoint, and Outlook.
  • Ability to effectively communicate, advise, and train others in principles of the associated staff functions.

Experience & Education
  • Former military officer (O-5+) or NCO (E-8+) with Army/Division/Corp Staff experience and personnel management responsibilities
  • Prior supervisory experience required.
  • Experience with Middle Eastern or Central Asian cultures, is desired.
  • Ten or more years work experience in the subject matter area at the appropriate level.
  • Masters’ Degree or Bachelors in related field from an accredited college or university with minimum of two years’ experience with ANDSF Human Resource Management at the Ministerial or General Officer level.
  • Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.

Physical Requirements/Working Environment
  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
  • Must be able to operate in harsh and austere conditions of Afghanistan.
