Position Description
Logistics Trainer, Mentor & Manager (TMM) Contractor Program Management (CPM) are responsible for the ultimate success of the mission providing the vision and strategy for the operations and management of training and mentoring the Afghan National Defense Security Force (ANDSF) to assume full responsibility for its own self-sustaining logistical functions and its ability to support security functions. CPM key personnel shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.  The CPM shall be responsible for the performance of the work and the primary point of coordination for activities in Afghanistan working closely with the KO and COR.  CPM personnel shall be available to meet with or be called upon by the Coalition as needed.  Combined Security Transition Command – Afghanistan (CSTC-A) representatives may perform site visits to review any aspect of program performance and shall interface directly with CSTC-A CORs to ensure effective contract management. 
  
Principal Accountabilities
  • Writing serious incident reports/incident reports, Site Security Analyses, and Risk Assessments.
  • Evaluate, approve, and update training curriculum to advance the mission as necessary.
  • Develop, amend and brief others on Standard Operating Procedures appropriate for the threat level and force protection level and all issues related to security. 
  • Team Lead for one of the two U.S. Logistics TMM Groups (LCM or CoreIMS)
  • Track actual progress for all staffing levels comparing the previous twelve rolling months to current month to track mission objectives.  
  • Develop Training Curriculum in accordance with PWS objectives for the Afghan Logistic Specialist (ALS).  Update Training Curriculum as necessary.
  • Train, Mentor and Manage ALSs IAW the training curriculum developed by the contractor and approved by the Government.  Evaluate ALSs performance for determination of status, location of training cells and permanent placement to interface with the ANDSF.
  • Advance ALSs through organized and formal training and continue mentoring relationships continuing to train, mentor and manage the ALSs in support of their mission to train and mentor the ANDSF organizations.  
  • Provide reach back capability to support the deployed ALSs.
  • Develop and update training curriculum (annually 30 days before end of the period) for their particular area(s) and provide to CPM for consolidation and submittal to the Government for approval.
  • Perform other duties as assigned.


 
Knowledge and Skills
  • Knowledge of operational methods of U.S. military.
  • Knowledge of Microsoft Office software (Word, Excel and PowerPoint) and common computer and internet office capabilities.  Ability to effectively communicate orally and in writing.


 
Experience and Education
  • Background in the management of projects, security, and logistics for organizations of similar size and scope as well as experience managing subcontractors in a threat environment. A minimum of four years of management experience required.
  • Four years of experience, conducting classroom training and/or “in the field” training, mentoring and managing subordinates in life cycle logistics/sustainment or automated information management.
  • Master’s degree or higher in a business, logistics/sustainment or other related field from an accredited institution of higher education and 6 years of logistic/ sustainment experience, Supply Chain Management (SCM) experience (operations, warehousing, and logistics), OR upon approval of the KO, a bachelor’s degree in a related field from an accredited institution of higher education and 8 years logistics/sustainment experience
  • Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.


 
Physical Requirements/Working Environment
  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
  • Must be able to operate in harsh and austere conditions of Afghanistan


 
Travel
  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
