Job Summary
 
The Facilities Maintenance Mentor will support, assist, and advise in all matters relating to development of host country authority capacities and abilities to maintain and sustain security sector infrastructure. Develops, conducts and supervises infrastructure maintenance, sustainment and management curriculum and training programs and assists the host country in developing policies and procedures necessary to carry out related responsibilities. Conducts assessments, and provides analysis on the abilities of the host country to develop, implement, and sustain infrastructure management programs, and the degree to which this enables the host country security forces to effectively perform their respective duties and responsibilities in an independent and self-sustaining manner.
 
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract.)
  • Assess current host country capabilities for facilities maintenance needs and make recommendations for developing and implementing programs to assist the host country security forces to establish a maintenance and sustainment management system for infrastructure.
  • Establish a running estimate of host country security forces infrastructure.
  • Develop a work order tracking system.
  • Develop system for inspection of all facilities, buildings, systems, etc., on a routine basis with specific emphasis on: structural systems, electrical distribution systems, plumbing systems, life safety systems, elevating devices, HVAC, and Power Generation systems
  • Develop a system for estimating, planning and executing high priority work orders, predictive/preventative maintenance work orders and repair/maintenance projects.
  • Recommend routine maintenance activities and schedule(s).
  • Develop policies and procedures for supervising repairs, modifications, and predictive/preventative maintenance on buildings and facilities equipment, fixtures, and systems.
  • Develop and implement a reporting and records keeping system to track the overall state of security infrastructure.
  • Review and make recommendations for changes to maintenance and sustainment programs.
  • Develop a system to respond and provide excellent customer service and feedback to the customer and vendors on all work orders while ensuring compliance to codes, regulations and industry standards.
  • Recommend training programs for topics listed above. Identify sources of training related to above topics when necessary.
  • Perform other duties and responsibilities as assigned.

Knowledge & Skills
  • Knowledge of standardized building, fire, and safety codes.
  • Ability to communicate effectively both orally and in writing.
  • Proven consulting skills from assessment through implementation.
  • Proven ability to coach, teach, and mentor others
  • Excellent, interpersonal, written, and verbal communication and presentation skills. 
  • Superior negotiation, interpersonal, organizational, and managerial skills.
  • Working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and PowerPoint.
  • Experience developing high level plans and proven ability to execute those plans
  • Superior negotiation, organizational, and interpersonal skills.
  • Additional knowledge/skills may be required by contract or assignment.

Experience & Education
  • Ten (10) years with direct institutional infrastructure management experience.
  • Bachelor’s degree in Engineering related field. (Relevant experience or other degrees may be substituted).

Physical Requirements/Working Environment
  • Ability to perform key responsibilities under conditions which may include:  limited supervision and resources, personal security risks, conflicting and changing priorities, primitive life support (lodging, food, and HVAC), language barriers, transportation limitations, disease, etc.
  • Must be able to pass and maintain the physical, psychological and medical requirements set forth by the contract.

Travel
  • This is an international position. Candidates should have the ability/available to travel internationally to potential austere environments.
