Position Description
 
Under customer direction, the Aircraft Acquisition Program Manager will assist in identification of all issues that must be considered to accomplish the acquisition of maintenance, upgrade, supportability improvements, and modernization of aviation assets, as well as the transition of workload to the sustaining organization. This position provides direction, sets objectives, establishes metrics, and reports status for the program.  The AAPM is responsible for the contractual requirements established and performs the following tasks:
  
Duties
Provide direction to customer
•      Provide guidance and direction to customer in all phases of maintenance, modification and  care of customer assets
 
•      Conduct inspections of maintenance and overhaul facilities and determine capability to meet Federal Aviation Administration (FAA) and contract performance requirements
 
•      Prepare contract specifications for the maintenance, repair, overhaul and modification of customer aircraft
 
•      Act as advisor to the Aviation Officer on maintenance, overhaul and modification of customer aircraft
 
•      Prepare correspondences
 
•      Write reports and prepare evaluations of the customer’s Aircraft program
 
•      Maintain necessary files and records
 
•      Maintain current files on all aircraft approved for use by customer
 
•      Obtain FAA airworthiness and registration certificates for Department aircraft
 
•      Obtain  and  maintain  current  all  FAA  bulletins,  maintenance  manuals  and  engineering drawings
 
•      Utilize  the  appropriate  application  software  and  electronic  media  for  estimating  and forecasting acquisition and logistic support requirements
 
•      Perform studies to support acquisitions by planning, organizing, and documenting the results of meetings and activities including program management reviews, technical meetings and planning conferences
 
•      Perform analysis and assist in preparation of point papers and briefings on acquisition questions and issues for internal review and submission to key decision makers
 
•      Assist customer in developing a robust integrated master schedule for each program
 
•      Ability and willingness to travel
 
•      Other duties as assigned
 
 
Qualifications and Skills Requirements
Five (5) or more years of hands-on program and/or project management experience with multiple multi-million dollar, individual projects
 
•      Bachelor’s Degree in Engineering and/or Management and/or appropriate years of relevant experience
 
•      Demonstrated knowledge of aircraft acquisition strategies
 
•      Ability to establish and maintain good working relationship with all levels of the organization, including customers, subcontractors, engineer firms, supply chain and support organizations
 
•      Functional management experience, with direct responsibility for supporting one or more business areas
 
•      Task prioritization, planning, staffing, scheduling and conflict resolution
 
•      Outstanding written and verbal communication, strong presentation and organization skills and a keen attention to detail
 
•      Knowledge of Aeronautical contracting and project management processes
  • Possess  excellent  computer  skills   including  working  knowledge  in   Microsoft   Office applications
